JOB DESCRIPTION

1. General Management of the Building Technical Department

  • Establish the organizational structure, processes, and coordination guidelines for the Technical Department to meet the operational requirements of the Building Management Board (BMB).

  • Develop annual budgets, organize implementation, and supervise results based on the overall management plan.

  • Assign work schedules and arrange duty shifts for technical staff.

  • Chair department meetings and participate in regular or ad-hoc meetings of the BMB.

  • Direct and oversee the management and preservation of building assets within assigned responsibility.

  • Evaluate staff performance and efficiency within the department.

  • Draft, revise, and update departmental procedures, manuals, and templates to align with the Company’s Quality Management System (QMS).

  • Ensure all staff comply with ISO quality management processes and procedures.

  • Train and guide staff on the operation, maintenance, and upgrading of building systems and equipment.

  • Develop departmental objectives and implement budget plans effectively.

2. Operation, Maintenance, and Supervision of Building Technical Systems

  • Develop periodic maintenance and inspection plans for all building systems and equipment. Maintain records of safety-critical systems requiring periodic inspection and calibration.

  • Prepare annual maintenance and repair budgets, including spare parts and materials procurement, and monitor execution.

  • Inspect, monitor, and evaluate the performance of building technical systems; propose repair and upgrade solutions when necessary.

  • Draft, revise, and update operation and maintenance procedures for all technical systems.

  • Monitor and control electricity, water, and fuel consumption.

  • Review and negotiate technical scopes in maintenance, repair, and upgrade contracts with contractors.

  • Manage and supervise contractors performing maintenance, repair, or upgrade works throughout the contract period.

3. Contractor and Tenant Coordination

  • Coordinate system handovers between the building and tenants.

  • Review and approve tenant fit-out and renovation technical drawings.

  • Supervise tenant fit-out construction to ensure compliance with safety regulations, fire protection standards, and approved design documents.

4. Fire Safety, Occupational Safety, and Environmental Sanitation

  • Develop and implement periodic fire prevention and rescue plans, including training and drills, and coordinate personnel participation across departments.

  • Plan and organize regular elevator rescue drills.

  • Inspect and monitor the operation of fire protection and elevator systems.

  • Develop and conduct occupational safety training programs for technical staff.

  • Organize inspections of tenant areas to ensure fire safety and electrical safety compliance (as applicable per project).

  • Supervise compliance with fire safety, environmental sanitation, and occupational safety standards among technical staff and contractors.

  • Collaborate with relevant departments to monitor wastewater and exhaust emission analysis results from building systems.

JOB REQUIREMENTS

  • Possess valid certificates in Fire Prevention & Fighting, Occupational Safety & Hygiene, and Technical Safety.

  • Certificate in Building Management System (BMS) operation.

  • Certificate in Building Director/Manager training.

  • Certified Energy Manager is an advantage.

  • Strong management experience and leadership skills.

  • Minimum 2 years of experience in a similar position.

  • Good ethics, proactive, and highly responsible.
