Job Description

General Management of the Building’s Technical Department

  • Establish organizational structure, procedures, and workflow instructions for the Technical Department, ensuring alignment with the Building Management Office’s (BMO) characteristics and requirements.

  • Develop and manage departmental budgets, execute plans, and supervise results in line with overall BMO objectives.

  • Assign duties, organize work shifts, and schedule technical personnel.

  • Lead technical department meetings and attend regular or ad-hoc management meetings as required.

  • Direct and ensure the proper management and preservation of building assets under assigned responsibility.

  • Evaluate performance and work efficiency of technical staff.

  • Draft, revise, and update departmental procedures, work instructions, and templates in compliance with the company’s Quality Management System (ISO).

  • Train and guide staff in operating building systems and machinery, conducting maintenance, and proposing technical upgrades or improvements.

  • Set goals, develop departmental budgets, and ensure effective implementation.

Operation, Maintenance, and Technical System Supervision

  • Develop preventive maintenance schedules for building equipment and machinery. Create a list of equipment requiring mandatory safety inspections and calibrations. Monitor implementation and prepare reports as needed.

  • Plan and manage budgets for maintenance, repairs, upgrades, spare parts, and materials for shared building areas annually or as required.

  • Inspect, supervise, and assess the operational status of technical and infrastructure systems. Propose repair or upgrade solutions.

  • Draft, revise, and update operation and maintenance procedures and checklists for building systems.

  • Monitor and control electricity, water, and fuel consumption.

  • Review and negotiate technical scope of maintenance, repair, and renovation contracts with contractors.

  • Manage, supervise, and track maintenance and upgrade work performed by contractors throughout contract execution.

Supervision of Tenant and Contractor Works

  • Coordinate handover and acceptance of technical systems in tenant areas.

  • Review, advise, and approve tenant technical drawings for interior fit-out or renovation projects.

  • Supervise and guide tenant fit-out works to ensure compliance with building regulations, fire safety, fit-out guidelines, and approved drawings.

Fire Safety, Occupational Safety, and Environmental Management

  • Develop periodic fire safety inspection plans and fire drill procedures, coordinating with relevant departments for implementation and reporting.

  • Organize regular elevator rescue drills.

  • Inspect and monitor the operation of fire safety and elevator systems.

  • Plan and conduct occupational safety and hygiene training for technical staff.

  • Schedule and perform full safety inspections in tenant offices (where applicable).

  • Monitor and remind technical staff to comply with fire prevention, environmental hygiene, and occupational safety regulations.

  • Supervise fire safety and occupational safety compliance during building maintenance, repair, and fit-out works.

  • Collaborate with the Operations Department to monitor and analyze wastewater and exhaust samples from technical systems.

Job Requirements

  • Certificates in Fire Prevention & Rescue, Occupational Safety & Hygiene, and Technical Safety.

  • Certification in Building Management System (BMS) operation.

  • Building Manager certification.

  • Energy Manager certification.

  • Strong leadership and management skills.

  • Minimum 2 years of experience in a similar position.

  • Good ethics, proactivity, and a high sense of responsibility.
